This is the Professor Nowitall, character from the seccond book of Oz, The Marvelous Land of Oz, by L. Frank Baum. He's supposed to be one of the most intelligent men in Oz, a clever teacher who (as his name says) 'knows it all'. In the story, he unintentionally teaches all his knowledge to a little bug who spies his classess from a crack in the wall. Later, he accidentally makes the bug grow with a magnifying lense, becoming Mr. H. M. Woggle-Bug (H. M. is fro 'Highly Magnifyied' ).
